The Arbiter is a rocket launcher manufactured by Vox Industries in Deadlocked. It is available from any DreadZone vendor upon reaching the Avenger Tournament for 60,000 bolts. With use, it can be upgraded to The Silencer, causing it to launch three rockets instead of one. In challenge mode, it can be upgraded to the Mega Silencer for 2,750,000 bolts.

The Arbiter is a shoulder-mounted, bulky rocket launcher in silver with blue and dark red highlights, and a left-hand grip. It has a long barrel with a small nozzle from which the rockets are launched. The Silencer has a thinner nozzle but a large warhead extended from the front of the barrel, and a bulkier design at the back.

The rockets it fires are carbonox-armor-piercing, with explosions that reverberate across the fabric of space and time and into dimensions as yet unknown. Ace Hardlight originally named the Arbiter after using it to settle a legal dispute with his former agent.[1][2]

The Arbiter follows the traditional rocket launcher archetype, with a low ammo capacity and average firing rate balanced out by a high range and damage. Due to this, it is generally only useful against the strongest enemies, with high priority targets such as Executioners, Laser Backs and dropships. As it is an explosive-type weapon, it can also make use of the Napalm and Mini-Bomb omega mods which proves useful when attacking groups. Later on, the Time Bomb Mod will become more useful than either due to its high damage output.

Upgrading the weapon unlocks various standard alpha mods, all of which generally prove useful enough and allow the player to shore up its weaknesses to their own preferred specifications. When upgraded to the Silencer, it will launch three rockets at the cost of one, which generally does not triple the damage to one target, but makes it more effective against larger groups and multiple enemies at the same time (when positioned properly).
